Why Council Tax has been rising faster than usual
Birmingham City Council — the largest local authority in England outside London, covering 1,144,900 people at the last census — issued a Section 114 notice in September 2023, effectively a declaration of financial distress. With government-approved exceptional financial support, Council Tax rose roughly 10% in 2024/25, and the council asked for a further 9.99% rise for 2025/26 before central government capped it at 7.5%. The current Band D rate for 2025/26 is £2,237.00, including a 2% precept ring-fenced for adult social care. As of a February 2026 update, the council leader stated Birmingham is “no longer under a Section 114 Notice,” though further budget cuts are still required — worth knowing before you assume this is fully resolved.

An active Clean Air Zone charge, unlike Manchester
Birmingham’s Clean Air Zone is genuinely active — £8 a day for non-compliant cars, taxis and light goods vehicles, and £50 a day for non-compliant coaches and HGVs, operating 24 hours a day, every day, inside the A4540 Middleway Ring Road (the Middleway itself is excluded).
